I may add for your information that I see no

difficulty at the present time in making or confirming

orders of deportation in cases where it is shewn that the

persons charged are taking steps as members of a seditious

body,

such as the Ghadr party, to further the aims of

persone aining at the subversion of government. Such

conduct seems to me to be likely to lead to a breach of the peace in China as elsewhere; and where reasonable and approved security for the good conduct of those implicated cannot be furnished, it is certainly safer for the peace and good order of His Majesty's subjects here, as well as of the Republic of China, that such persona should not be allowed to remain where they can engineer troube

I may also add that I do not see any necessity

to hold any enquiry which may come before the Supreme Court in open court. These proceedings are not in the nature of a trial, though as a rule for convenience what the men have to say is heard in Court. In this particular case I offered to clear the Court, if the Crown desired it. I have shewn this despatch to Mr. Skinner Turner

and he agrees with my views.
